River Thames Scheme (Datchet to Teddington) - Partnership Funding

UNDER CONSTRUCTION

March 2015 - RBWM is considering committing £285,000 per year for the next five years (total £1,425,000) towards the River Thames Scheme (Datchet to Teddington) partnership funding. The financial implications beyond 2015/16 are indicative and will be reviewed annually.

The River Thames Scheme annual expenditure profile based on 2009 costings and totalling approx £300m is shown below:

RIVER THAMES SCHEME - LEADERS MEETING

9 January 2015

ITEM 1 - FINANCIAL UPDATE

SUMMARY

1. The Government has committed £220m towards the Scheme, the Thames RFCC

£29m and Surrey CC £1.5m. Further contributions of ~£52m are required, of which

£4.3m over the next 5 years to develop the scheme up to construction of the flood

channel.

2. Need to reach agreement with Councils for contributions to support the scheme

development over the next 5 years. This is required to send a strong message to

Defra that local councils are committed to the scheme in order to secure Defra

approval of the Strategic Outline Business Case early 2015.

BENEFITS

1. Examples of the most successful flood risk schemes are where flood risk is

secondary to a primary objective for economic growth and regeneration. This

approach has unlocked new funding streams elsewhere.

2. Benefit and opportunities workshops have been held with each local Council to

identify potential benefits. Tourism and leisure were consistent themes. This is an

excellent start from which we now need to build upon and find new funding streams.

3. Council Leaders are asked to support a wider vision to grow the local visitor

economy, promoting the area for tourism, recreation and leisure. Development in

the form of marinas, hotels and infrastructure may be needed to be brought forward

with the scheme to promote and develop the visitor economy.
