'Postal voting' problem?

E-mail below received from a local person:

 
I am not sure if you are aware of problems with the postal voting system but both my husband and I have received our postal vote envelopes but no ballot papers.
 
I have been in touch with RBWM via their helpline three times today and I am still waiting for an answer. 
 
Is this just our problem or is it more general?
