Transposition of the EU Floods Directive As lead department, Defra is coordinating the UK-wide transposition and implementation of the EU Floods Directive. In England, Ministers are considering whether to transpose the Directive as part of the announced Floods and Water Bill, with a copy-out statutory instrument held in reserve. If transposed as part of the Bill the transposition deadline would be missed but all reporting requirements would be met. The Directive requires member states to submit provisional flood risk assessments to the Commission by 2011 indicating areas at significant risk of flooding. For these identified areas, flood risk and hazard maps must be submitted by 2013 and flood risk management plans, setting out measures to reduce flood risk, by 2015. Thereafter there is a 6-year reporting cycle. |

Sectors affected The Environment Agency and local authorities who will be responsible for mapping national and local flood risk respectively. Water companies and other drainage stakeholders, as well as highways authorities, are likely to feed into this process. |
