Dear Councillor

 

RBWM FLOOD GROUP

 

As you will be aware Cabinet agreed at it’s meeting in July to create a dedicated Flood Group within the Sustainable Environment Ambition Group of the Community Partnership. This group meets the recommendations contained in the Pitt Review into the July 2007 Floods. In addition the group will comply with the requirement in the draft Floods & Water Management Bill for Local Authorities to take a leading role in flood matters.

 

It is particularly important that the riverside communities are represented on the group. Whilst flooding can arise from many different sources and affect all parts of the Borough the main threat still comes from the River Thames. This is particularly pertinent given the current situation concerning the Lower Thames Flood Risk Management Strategy.

 

As such I would like to invite one Ward Councillor from the following wards:

 

Old Windsor

Datchet

Horton & Wraysbury

Bisham & Cookham

 

Please can you inform me which Member from the above wards will sit on the group; obviously I am happy that substitutes attend if required. As Lead Member for Highways & Streetcare (including flooding) I will be chairing the group. 

 

It is important that the newly formed Parish Flood Group is represented to ensure that community engagement is maximised fully. As such I would like to invite 4 representatives from the group.  In addition it is important that the Environment Agency and Thames Water and a Flood Warden are included as permanent members and I will be inviting these to join the group.

 

The Community Partnership meets every quarter and it is my intention for the Flood Group to meet on a similar basis usually one month prior to enable progress to be reported to the Community Partnership. Meetings will be held annually in March, June, September and December. In addition to reporting to the Community Partnership information relating to the group will be included in the twice-yearly Flood Monitoring report to Cabinet.

 

I would like to hold the inaugural meeting of the group as soon as possible however I am aware that diaries are getting full before the Christmas break. Therefore, I would like to formally invite you to attend a meeting on Monday 14th December at 5pm at The Guildhall in Windsor. A programme of future meetings will be issued and the start time will normally be 6pm.

 

The group will be supported by officers of the Council who have already commenced work on developing an action plan for the Flood Group to review at the first meeting.  An agenda for the meeting will be circulated once the members of the group are confirmed.
