I suspect that our sly and devious friends at the Environment Agency held back the announcement about lock keepers and the disposal of buildings until after the closing date for submissions to the Pitt Review on Flooding (31/3/2008).

As luck would have it, my submission actually contained the following suggestion:

d)      Prevent the EA from reducing the numbers of lock-keepers and selling assets (particularly to developers) without proper consultation.
