3. The Inspector recommends that planning permission be granted. For the reasons given below, the Secretary of State disagrees with the Inspector’s recommendation and refuses planning permission. A copy of the Inspector’s Report (IR) is enclosed. All references to paragraph numbers, unless otherwise stated, are to that report.
